How to Participate in the ARMA Selection Procedure for Complex Asset Managers
To participate in the ARMA selection procedure for a complex asset manager, first log in to your personal account on the Zakupivli.Pro.
If you do not have an account yet, complete the quick registration process:
- Click “Sign up” on the homepage, enter your contact information, and create a password.
- Verify your email address via the link sent to your inbox.
- In the “Company Information” section, fill in your company profile (basic information, legal address, work with certificates of completion) and activate your account.

To find the required selection procedure, go to the procurement search tab on the platform. In the “Type of procedure” field, select “Selection of a manager of complex assets (ARMA)” or simply enter the procedure number or the asset name into the search bar.

Carefully review the Owner’s (ARMA) documentation, management conditions, qualification criteria, and the maximum allowed remuneration rate.
To submit a proposal, follow these steps:
1. Click the “Make an offer” button on the procedure page.

2. In the proposal submission form, fill in the “Amount of manager’s remuneration (percentage of profit)” field.

3. Click “Attach File” and upload all required documentation.

Important: For files containing any financial information that must remain confidential until the auction ends, make sure to select the document type “Price quotation” or “Estimate (cost calculation)”. This ensures they remain hidden from other participants until the bidding starts.

4. Review the uploaded files and click “Go to signing the offer”. Next, you will need to apply an electronic signature.

5. In the signature pop-up window, choose your signature type (Electronic Signature or Diia.Signature), read your private key, and click “Sign”.
Once successfully submitted, the status of your proposal will change to “Active”.

What happens next:
- Pre-qualification: After the submission period ends, the ARMA Commission evaluates the participants’ documents. If the Owner finds non-compliances, they may issue a request and grant you 24 hours to correct the inconsistencies. Based on the evaluation results, your proposal status will change to either “Admitted to Auction” or “Proposal Rejected”.
- Electronic Auction: The next stage is an online bidding process in the system to lower the remuneration fee percentage. The participant who offers the lowest remuneration rate by the end of the auction is determined as the winner.
- Winner Qualification & Contract: After the auction concludes and the winner is approved by the Commission’s official protocol, the Complex Asset Management Contract must be signed within 5 business days. The Owner publishes the signed contract in the system, and the procedure is completed.
